Holly Weatherford

Holly Weatherford joined WSIA in 2025 as the Director & Counsel of Strategic Initiatives, where she leads the implementation and execution of strategic priorities across all states, with a focus on California, Louisiana, and Texas. She supports WSIA’s government relations and advocacy program, manages stakeholder relationships and engagement and guides policy and legislative strategy.

Holly joined WSIA after nearly 13 combined years combined with the National Association of Insurance Commissioners (NAIC) where she most recently served as Deputy General Counsel leading the Legal Division’s Policy & Regulatory Affairs team in support of NAIC members, committees, and staff on a wide range of legal and public policy matters. With 20 years of experience in public policy, legislative strategy, and regulatory affairs, she brings deep expertise in advancing complex, multi-stakeholder initiatives.

She earned her J.D. from the University of Missouri–Kansas City School of Law and a B.A. in Sociology from the University of Oklahoma. She is licensed to practice law in Missouri and the District of Columbia.
